Yes , they didn;t enforce follow-on. the highest score made without follow on is 849 all out by england vs west indies in 1930 , where lead was almost 500+. Shane Warne was not playing as his ban was still in effect and played his 1st test after ban against Sri Lanka in March 2004. wonder what India's scorecard would be if Mcgrath and Warne were bowling..?
